PLEASE HELP! Notarization, Translation and Legalization??

My H2B was divorced when he was younger. I'm really confused about notarization, translation to Spanish and legalization by the Cuban Consulate.

Apparently, H2B must send birth cert and divorce decree.
Do my documents have to go to the Consulate too? Do I really need a notarized, translated and legalized affidavit to swear that I am single?

They want SO many documents and need to LEGALIZE each page to the tune of $160.00 per page (!). Rest assured, the consulate will also be happy to translate the documents for $32.00. Oh, the processing fee for not being there in person? $32.00. Rush delivery is also available for - you guessed it - $32.00!
